SIR to begin on June 30, final electoral roll on October 7: Delhi CEO

New Delhi | The Special Intensive Revision (SIR) of voters list will begin in Delhi with door-to-door visits by booth-level officers from June 30 in a transparent manner, Delhi Chief Electoral Officer Ashok Kumar said on Wednesday.

Addressing a press conference, Kumar said that from June 20 to June 29, training of booth-level officers (BLOs) and printing of enumeration forms and other papers will be underway as the in-house activity for the SIR.

Around 25,000 personnel, including 13,000 BLOs, will take part in the mega exercise. No documents will be required to be attached to the enumeration forms, Kumar said.

Stressing that the aim of the SIR was to ensure that no eligible voter is left behind and no ineligible person is a voter, Kumar said that only those under the ASDDF category -- absent, shifted, dead, duplicate or foreigners -- will be removed from the voters' list.

There are checks and balances at every step of the verification process, and political parties will be involved through booth-level agents (BLAs). All the information will be shared through the website of the CEO's office, he said.

Awareness activities will be carried out, and special camps will be set up to help voters submit their enumeration forms, Kumar said.

As a pre-revision exercise, mapping of the electors of the year 2002 is underway, Kumar said. Mapping of 62.44 lakh voters has been done (42.5 per cent) out of the total 1.45 crore voters as on May 26, 2026, said Delhi CEO.

The voters will be provided two copies of the enumeration forms, one of which will be filled out and returned to the BLOs. The voters will also have the facility to submit completed enumeration forms online.

The BLOs will visit households thrice. If any house is locked and nobody is to be found, they will leave behind an enumeration form there. If any voter fails to submit his/her enumeration form, the BLO concerned will make an enquiry from local voters and report him/her as absent, shifted, or dead, as the case may be.

The exercise will cover all voters aged 18 years and above by the qualifying date of October 1.

During SIR, over 13,000 BLOs will conduct house-to-house enumeration. Every existing voter will be provided an enumeration form (in duplicate) to be filled out by them and return one copy to the BLOs, the CEO's office said.

Door-to-door visits by BLOs will start from June 30 and conclude on July 29, after which the draft electoral roll will be published on August 5. The final electoral roll after the SIR will be released on October 7.

After the enumeration, if any discrepancies are found in the filled-out enumeration forms of the voters, they will be issued notices by the electoral registration officers (EROs). Voters can use one of the 12 types of documents if required to prove any claim.

Voters can also appeal against the decision of the EROs with the District Election Officers (DEOs) and further to the CEO's office.

Those whose names appear in the electoral rolls of 2002 will just need to submit filled-out enumeration forms. In case any voter's name is not there in the 2002 voters' list, he or she can use the details of any of their parents or relatives.

Voters who settled in Delhi after 2002 will have to submit their details (relative name, state name, assembly constituency name, constituency number, part number, serial number) from the voter list of 2002/2003/2005 of their parent state.

Two types of booth-level agents (BLAs) of political parties will be closely associated with the SIR work. BLA-2 will work in tandem with the BLOs in the field to ensure submission of enumeration forms. Each BLA-2 is authorised to submit 50 enumeration forms per day as well as 10 appeals per day, after publication of the draft electoral roll.

Also, the political parties will appoint BLA-1 in each of the 70 constituencies. The CEO's office will also conduct training of the BLAs, Kumar added.
