New Delhi | Opposition members on Wednesday protested against the VB-G RAM G Act during President Droupadi Murmu's address to the joint sitting of Parliament drawing strong condemnation from the government with Union minister J P Nadda demanding that they apologise for their conduct.
Parliamentary Affairs Minister Kiren Rijiju alleged that the opposition members embarrassed the country with their conduct and also insulted Sardar Vallabhbhai Patel, Dr B R Ambedkar, Birsa Munda, Bhupen Hazarika, Guru Tegh Bahadur and Bankim Chandra Chattopadhyay by raising slogans during the president's address which paid tributes to them, remembering their contributions.
"The way these people undermined the dignity of Parliament is highly condemnable. No amount of condemnation is enough. They should apologise to Parliament and the country," Nadda said.
Members of the Congress and its allies in the opposition briefly raised slogans against the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act, demanding its rollback as soon as President Murmu began her address to the joint session of Parliament.
As the president referred to the VB-G RAM G Act and began speaking about provisions in her address, opposition members, including Leader of the Opposition in the Lok Sabha Rahul Gandhi and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge, rose from their seats and began protesting.
President Murmu paused for a moment during her address as the opposition began raising slogans, demanding the rollback of the VB-G RAM G Act.
Reacting sharply to the opposition protest, Nadda said, "The Budget session of Parliament began today with the address by President Droupadi Murmu. But, the way the leaders of the Congress and opposition parties habitually violated parliamentary decorum was utterly reprehensible and cannot be condemned enough." "In her address, when the president was mentioning the celebration of the 150th anniversary of Vande Mataram and paying tributes to the immortal scholar Bankim Babu remembering his works, the anarchic Congress and the 'INDI Alliance' created a ruckus and started shouting slogans," the Leader of the House in the Rajya Sabha added in a video message.
Nadda also slammed the Trinamool Congress (TMC), saying it was "surprising" that the party members participated in the opposition uproar when the president was paying tributes to Bankim Chandra Chatterjee, remembering his contributions.
Slamming the opposition, Rijiju told reporters in the Parliament House complex, "The country is ashamed of what the opposition members did during the president's address to the joint sitting of Parliament. The country will never forgive the Congress and its allies in the opposition for this." In her address, the president was paying tributes to Sardar Vallabhbhai Patel, Dr B R Ambedkar Birsa Munda, Bhupen Hazarika, Guru Tegh Bahadur and Bankim Chandra Chattopadhyay, and exhorting the country to take inspiration from them, the parliamentary affairs minister said.
But the opposition members resorted to raising slogans and insulting them, he charged.
"Just imagine if any responsible Member of Parliament (MP) can ever behave in such a manner," Rijiju said.
The country will never forgive the opposition parties for the kind of politics they indulged in during the president's address, he said.
New Delhi | Social, religious and literary icons of poll-bound states of West Bengal, Tamil Nadu, Assam and Kerala received special mention in President Droupadi Murmu's address to the joint sitting of both Houses of Parliament on Wednesday.
At the outset of her 62-minute speech, Murmu said India is now celebrating 150 years of Vande Mataram and people of the country are paying homage to Bankim Chandra Chattopadhyay, who wrote the national song, for this profound source of inspiration.
"I congratulate the Honourable Members that a special discussion in Parliament was organised on this auspicious occasion," she said.
On another occasion, the President invoked Nobel laureate and literary icon from West Bengal Gurudev Rabindranath Tagore and said that he had opined that freedom remains incomplete without a life of self-reliance.
"My government is taking continuous and concrete steps towards making India self-reliant. Today, products made with the vision of 'Make in India' are reaching various global markets. There is also great enthusiasm among the citizens for 'Swadeshi'," she said.
Explaining the importance of agriculture in her address, Murmu said Sant Thiruvalluvar, a revered Tamil poet-saint and philosopher, had said that irrespective of their vocations in society, the life of every individual is dependent on the arduous labour of a hard-working farmer.
"In view of this, for my government, a prosperous farmer is its first priority for Viksit Bharat. With this spirit, the government launched a scheme like PM Kisan Samman Nidhi. Under this scheme, over 4 lakh crore rupees have been directly transferred to their bank accounts, so far," she said.
Thiruvalluvar is known for authoring Thirukkural, a classical Tamil text on ethics, governance and other subjects written over 2000 years ago.
Talking about the development initiatives taken in the Northeast by the central government, the President, in her address, referred to Assam's 15th-16th century socio-religious, cultural and literary icon Srimanta Sankardev.
"Now, the Northeastern region is also integrating with the mainstream of development. Assam, in the northeastern region, is the land of great icons like Srimanta Sankardev. Soon, a semiconductor chip manufactured in Assam will become a lifeline for electronic products worldwide," she said.
Murmu also spoke of another iconic figure from Assam, Bhupen Hazarika, who was bestowed with Bharat Ratna by the Modi government in 2019.
"All citizens also witnessed that the birth centenary celebrations of Bharat Ratna Bhupen Hazarika were imbued with melodies and the spirit of national unity.
"When the citizens recall such great milestones of their glorious past and the remarkable contributions of their ancestors, it inspires the new generation. This inspiration further accelerates the nation's journey towards 'Viksit Bharat'," she said.
In her address, the president also invoked Kerala's renowned saint, philosopher, spiritual leader and social reformer Sree Narayana Guru (1856-1928).
"Sree Narayana Guru, the great saint of Kerala, said: 'Acquire knowledge through education and become powerful through organisation'. Because, when a nation dreams, such dreams are envisioned by its youth only, and are also realised by those very youth," she said.
"You will be happy to know that in the electronics manufacturing sector alone, over 25 lakh new jobs have been created during the last 11 years.
With the enabling policies of my government, many new sectors are also emerging in the country. New employment opportunities are being created in new areas like semiconductors, green energy, and green hydrogen," Murmu said.
Assembly elections in West Bengal, Tamil Nadu, Assam, Kerala and Puducherry are due in the coming months.
The President also referred to the commemoration of the 350th anniversary of martyrdom of the ninth Sikh Guru, Guru Tegh Bahadur, by the citizens of the country "with deep reverence", 150th birth anniversary of Bhagwan Birsa Munda, when the nation paid tributes to him and remembered the contributions of the tribal community, and the 150th birth anniversary of Sardar Patel, which she said, have strengthened the spirit of 'Ek Bharat, Shreshtha Bharat'.
On Babasaheb Bhimrao Ambedkar, Murmu said he always laid emphasis on equality and social justice.
"Our Constitution also inspires us in the same spirit. Social justice means every citizen gets to exercise full rights, and without any discrimination," she said.
New Delhi | Vice President C P Radhakrishnan on Wednesday described the address of President Droupadi Murmu to a joint sitting of the two Houses of Parliament as wide-ranging, forward-looking, and visionary.
The address, he said, clearly articulated India's remarkable development journey while outlining a confident roadmap for the future.
"The President's address covered the full spectrum of national development, reflecting a strong commitment to inclusive and people-centric growth that reaches every segment of society, and capturing our collective aspiration to build a strong, self-reliant, and inclusive Viksit Bharat," he posted on X.
The president addresses both the Houses assembled together on the first day of the first session of the year.
If the president addresses the two Houses in Hindi, then the vice president, who is also Chair of the Rajya Sabha, reads out portions of the speech in English, or vice versa.
In her address, President Murmu urged parliamentarians to stand united on the resolve for Viksit Bharat, campaign for swadeshi and national security, asserting that these were matters beyond all differences.
New Delhi | Through "Macaulay's conspiracies", a sense of "inferiority" was instilled among the people of India during the colonial period, and now, for the first time since independence, the Indian government has shown the courage to "strike a blow" on this, President Droupadi Murmu said on Wednesday.
Addressing a joint sitting of both the Houses of Parliament, which marked the start of the Budget Session, she said, for the country to reach the goal of 'Viksit Bharat', as much importance is required to be given to national self-respect and cultural pride as to modern development.
"From the cultural perspective, India is among the richest nations in the world. My government is working to transform this heritage into a source of strength for the country," Murmu said.
In her address, she also made a reference to British official Macaulay and his policies during the colonial rule in the 19th century.
"Through Macaulay's conspiracies, a sense of inferiority was instilled among the people of India during the colonial period. Now, for the first time since independence, my government has shown the courage to strike a blow on this," the President said.
Murmu said today, the nation is working on every front to preserve and "enrich its own cultural heritage." "In this direction, through the efforts of my government, the sacred relics of Bhagwan Buddha have returned to India after 125 years. These relics have now been offered for public viewing," she said.
The sacred Piprahwa relics, which include bone fragments believed to be of the Buddha, among other relics, originally excavated in northern India in 1898, and a set of recently repatriated gems, are currently part of a grand exposition in Delhi.
Titled, 'The Light and the Lotus: Relics of the Awakened One,' it was inaugurated by Prime Minister Narendra Modi on January 3.
Murmu said 2026 also marks the completion of 75 years since the reconstruction of the Somnath Temple in Gujarat's Saurashtra.
"The thousand year journey since the attacks on the Somnath Temple stands as a symbol of India's religious devotion, Sanatan culture and enduring faith. The enthusiasm with which people across the country participated in the Somnath Swabhimaan Parv has been truly unmatched," she added.
The President said some time ago, the establishment of Gangaikonda-Cholapuram by Rajendra Chola completed one thousand years. This occasion, too, has given crores of Indians an opportunity to feel proud about their glorious past, she said.
Murmu emphasised that "our nation has been a centre of ancient learning".
This body of knowledge was preserved for thousands of years, generation after generation, in the form of ancient manuscripts. However, due to "foreign invasions and the neglect in the years following Independence, this priceless heritage has suffered serious loss," she said.
Now, the government is taking steps to preserve this vast reservoir of knowledge. Through the Gyan Bharatam Mission, digitisation of ancient manuscripts has begun across the country, the President emphasised.
"These efforts will play an important role in preserving the Indian knowledge tradition and making it accessible to the people in future," she said.
Murmu said, "My government is also establishing tribal museums to preserve the rich tribal heritage of the country".
As a part of this, the Shaheed Veer Narayan Singh Tribal Freedom Fighters' Museum in Chhattisgarh was inaugurated recently.
"I am happy to announce that by getting the Constitution translated in Santhali language, my government has enhanced the pride of tribal community," she added.
The President asserted that when "we respect our traditions and culture, the world also respects them." Last year, the UNESCO included "our Diwali festival" in its list of the intangible cultural heritage of humanity. Besides the increasing popularity of Diwali across the world, this recognition by UNESCO has been a matter of great pride for all Indians, she said.
She further said that amid different opinions and diverse viewpoints, "there has been unanimity about nothing being greater than the nation".
"Venerable Mahatma Gandhi, Nehru Ji, Babasaheb, Sardar Patel, JP Ji, Lohia Ji, Pandit Deendayal Upadhyaya, Atal Ji have all shared the belief that differences of opinion on issues are natural in democracy, but there are certain subjects which are beyond all differences," she said.
The resolve of 'Viksit Bharat', the security of India, 'Atmanirbharata', the campaign for 'Swadeshi', efforts toward national unity, 'Swachhata', and on all such matters concerning the nation, "the Parliamentarians must stand united. This precisely is the spirit of our Constitution," she said.
"Therefore, today I urge all of you: let every Member of Parliament take a unified stand on issues of national interest as participants in the nation's development, and infuse new energy into India's progress," Murmu said.
Today, all citizens can see that India stands at an "important stage" in its journey towards the future. The impact of the decisions being taken today will be seen in the years to come, the President said.
"The goal of Viksit Bharat is not limited to any one government or one generation. It is a continuous journey. In this journey, the efforts, discipline and continuity of all of us are important. In the times to come, the nation's progress will be shaped by its collective determination," she said.
New Delhi |The President's address to the joint sitting of both Lok Sabha and Rajya Sabha was tabled in the Upper House on Wednesday soon after its conclusion.
After the House met for the first time during the Budget session, half an hour after the President's address, Secretary General P C Mody laid on the table a copy of the address.
After the obituary references, Chairman C P Radhakrishnan also informed the House that he has accepted the resignation of member Mausam B Noor.
"I have to inform members that I had received a letter dated January 3, 2026 from Mausam B Noor, member representing the state of West Bengal, resigning her seat in the Rajya Sabha. I have accepted her resignation with effect from January 5, 2026," the chairman told the House.
New Delhi | President Droupadi Murmu on Wednesday said India has bagged the 2030 Commonwealth Games hosting rights on back of its "confidence and preparedness" as she highlighted the "unprecedented" development in sports under the current Narendra Modi-led NDA government.
Addressing a joint sitting of both the Houses of Parliament to mark the start of the Budget Session, Murmu said the current government has undertaken structural reforms to improve the sports governance system.
"Through the combined efforts of India's youth and my government, the country is also witnessing unprecedented development in sports," she said.
"Over the past decade, reforms have been undertaken in every system related to sports in India. My government has formulated the Khelo India policy and made sports-related institutions transparent.
"As a result of its preparedness and confidence, India has been entrusted with the responsibility of hosting the Commonwealth Games-2030," she added.
The Games will be held in Ahmedabad, which is also bidding to become an Olympic host in 2036.
Sports Minister Mansukh Mandaviya was the driving force behind the enactment of the landmark National Sports Governance Act, which would ensure greater financial and administrative accountability for the country's sports federations.
The President also applauded India's women cricketers for their World Cup triumph in November last year. She also congratulated the blind women cricketers for winning the World Cup a few weeks later.
"The way the performance of our daughters and divyang fellow citizens has improved, is truly remarkable. India's women's cricket team has won the World Cup for the first time. Similarly, the Blind women's cricket team has also won the World Cup. I extend my heartiest congratulations to my daughters," she said.
New Delhi | The recently launched Vande Bharat Sleeper train between Kamakhya station in Assam and West Bengal's Howrah earned appreciation in President Droupadi Murmu's address to the joint sitting of both Houses of Parliament on Wednesday.
She said the new-generation train is a significant achievement for Indian Railways.
"Just a few days ago, a new generation of Vande Bharat trains was inducted. The introduction of Vande Bharat sleeper trains between Bengal and Assam is a new achievement in the progress of the railways in India," President Murmu said.
She noted that the Railways is close to achieving 100 per cent electrification.
In the address, Murmu also mentioned the direct rail connectivity between Delhi and Mizoram's capital, Aizawl, with the flagging off of the Rajdhani Express.
"Aizawl in Mizoram and New Delhi have been connected by a direct rail route. Last year, when the Rajdhani Express arrived for the first time at Aizawl railway station, the enthusiasm shown by the local people brought joy to the entire nation," the President said.
Highlighting the railways' landmark achievements, Murmu stated that India has achieved a historic milestone in the field of infrastructure by building the world's highest railway arch bridge -- Chenab Bridge -- in Jammu and Kashmir, and the new Pamban Bridge in Tamil Nadu.
She appreciated the introduction of Vande Bharat trains and said that more than 150 Vande Bharat trains operate across the country now.
Her address also acknowledged the government's focus on the northeastern states and said that more than Rs 80,000 crore have been invested in the development of railways in that region during the past 11 years.
"The capitals of Arunachal Pradesh, Tripura, and Mizoram have now been connected through broad-gauge rail lines. This has opened new opportunities for economic progress, employment, and the tourism industry in these areas," Murmu added.
New Delhi | President Droupadi Murmu on Wednesday said government efforts have led to an unprecedented growth in electronics manufacturing space with India becoming the second-largest nation globally in the field smartphone production and recording exports worth over Rs 1 lakh crore in the first five months of the current fiscal.
In a joint address to Parliament, she said that over 25 lakh new jobs have been created in the electronics manufacturing sector alone during the last 11 years and more than one crore youth have also been employed in IT services, electronics manufacturing, and Global Capability Centres with efforts of the government.
"Over the past 11 years, electronics production has increased sixfold. Today, it has reached the mark of Rs 11 lakh crore. India has become the second-largest nation in the field of mobile manufacturing. In the first five months 2025-26, India's smartphone export crossed Rs 1 lakh crore," Murmu said.
She said microchip is an important area for self reliance in future technology.
"For modern manufacturing and future technology, self-reliance in microchips is very important. In the year 2025, four new semiconductor manufacturing units have been approved. In the coming years 10 such factories are going to start their operations in India," Murmu said.
"With the enabling policies of my government, many new sectors are also emerging in the country," Murmu said.
The President said India has now become the third-largest startup ecosystem in the world.
"A decade ago, there were fewer than 500 startups in the country. Today, nearly two lakh startups have been registered, out of which about 50,000 new startups have been registered during the last year only," Murmu said.
She said over 20 lakh youth are working in India's startup network and there is at least one woman director in 45 per cent of these startups.
"In the past year, 4G and 5G network services have reached every corner of the country through more than one lakh mobile towers. The expansion of Digital India has introduced India as a major global hub of the creative economy worth thousands of crores," Murmu said.
She said India is shouldering major responsibilities in several global organisations with its extensive role and proactive engagement.
"Keeping in mind the future opportunities and challenges, India is also going to host a Global AI Impact Summit to bring the international community on a common platform. This too will prove to be a significant event for the world," Murmu said.
New Delhi | Amid unease in several quarters over the University Grants Commission's regulations for promotion of equity in higher education institutions, President Droupadi Murmu on Wednesday said the government is working with full sensitivity for all -- for Dalits, backward classes, the marginalised and tribal communities.
Addressing a joint sitting of both the Houses of Parliament, which marked the start of the Budget Session, Murmu said the vision of 'Sabka Saath, Sabka Vikas' (development with all, for all) is bringing positive change in the lives of all citizens.
At the beginning of 2014, social security schemes could reach only 25 crore citizens, she said, adding, "With continuous efforts of my government, about 95 crore Indians have social security cover today." "My government is working with full sensitivity for all -- for Dalits, backward classes, the marginalised and tribal communities," she said, without directly referring to the UGC issue.
The President said the architect of the Constitution, Baba Saheb Ambedkar, always laid emphasis on equality and social justice.
"Our Constitution inspires us in the same spirit," she said, underlining that social justice means every citizen gets to exercise full rights, without discrimination.
Murmu said the government is fully committed to social justice in its true sense and as a result of this, 25 crore citizens have overcome poverty in the last decade.
"During the third term of my government, the campaign to empower the poor has moved forward with greater momentum," she said.
In the last decade, she said, four crore pucca houses have been built for the poor. Last year alone, the possession of 32 lakh new houses were given to the poor.
Murmu said during the five years of Jal Jeevan Mission, 12.5 crore new households have been provided piped water. Last year, tap water connections reached around one crore new households.
Under the Ujjwala Yojana, more than 10 crore households have till date been provided LPG connections. This campaign has progressed at a rapid pace in the last year, she said.
"My government is institutionalising transparency and honesty in systems. In the last one year, my government has provided benefits worth more than Rs 6.75 lakh crore directly to the beneficiaries through Direct Benefit Transfer," she said.
New Delhi | President Droupadi Murmu on Wednesday said the country's economic foundation has grown significantly stronger over the past 11 years, and government policies have resulted in higher incomes for citizens.
In her address to both Houses of Parliament, the President said that the conclusion of negotiations for a free trade agreement with the European Union will give impetus to India's manufacturing and service sectors and create new employment opportunities for the country's youth.
"Over the past 11 years, the economic foundation of the country has grown significantly stronger. Despite various global crises, India has remained the fastest-growing major economy in the world," Murmu said.
She said India has further improved its record in keeping inflation under control.
"It is directly benefiting the poor and middle-class families of the country. As a result of the policies of my government, the income of citizens has increased, their savings have grown, and their purchasing power has also improved," the President said.
Murmu also said her government is moving forward on the 'Reforms Express' path. Old rules and provisions are continually updated to meet future needs.
Everyone has witnessed how the historic next-generation reform in GST has filled citizens with enthusiasm, she said, adding that the reform has ensured savings of Rs 1 lakh crore for citizens.
The Income Tax law has also been revamped. A historic decision has been taken to exempt income of up to 12 lakh rupees from taxation. These reforms are providing unprecedented benefits to poor and middle-class families. It has also given the country's economy a new impetus.
She further said that, with the emergence of many new sectors in the country, it is equally important to safeguard workers' interests.
This is also the primary objective behind the implementation of the new labour laws. For a long time, the country's workforce was entangled in dozens of labour laws, Murmu said.
These have now been consolidated into just four Codes, making it easier for workers to receive fair wages, allowances, and other welfare benefits.
"From these reforms, the country's youth and women in particular will benefit significantly," she said.
The President noted that during the last 11 years, more than 7,200 kilometres of national highways have been built in the North-Eastern region, making it easier to reach remote, hilly, tribal, and border areas.
Additionally, under the Pradhan Mantri Gram Sadak Yojana, approximately 50,000 kilometres of rural roads have been built, Murmu said, adding that it has improved access to markets, hospitals, and schools.
Talking about the country's agriculture sector, the President said a prosperous farmer is the first priority for Viksit Bharat.

"My government's sound policies and initiatives have led to a rapid increase in agricultural production in the country. There has been a record production of food grains and horticulture crops in 2024–25," Murmu said.
She also informed Parliament that her government is strengthening the cooperative movement in sectors such as agriculture and livestock.
Murmu said that under the PLI scheme, investments of about Rs 2 lakh crore have been attracted so far.
Also, production worth more than Rs 17 lakh crore has been done.
She said India's share in global investment and exports has been steadily increasing, and over the past 11 years, India has attracted about USD 750 billion in FDI.
"My government is promoting new sectors in India. Self-reliance in making microchips is essential for modern manufacturing and future technologies.
"In 2025, four more semiconductor manufacturing units have been sanctioned. A total of 10 such factories are going to commence their operations in the near future. India is taking concrete steps for nano-chip manufacturing," she said.
Apart from chips, the President said her government has also started working in mission mode in another major sector.
Through the National Critical Mineral Mission, dependence on other countries for essential minerals is being reduced.
In her address, Murmu also spoke on the dangers arising due to the misuse of AI. "...it is imperative to be serious about this issue. DeepFake, misinformation, and fake content are becoming significant threats to democracy, social harmony, and public trust. It is essential that all of you deliberate on this grave issue," she said.
The President also noted that India is shouldering major responsibilities in several global organisations with its extensive role and proactive engagement.
"This year, India holds the presidency of BRICS, and the world is viewing it with great optimism. Keeping future opportunities and challenges in mind, India will also host a Global AI Impact Summit to bring the international community onto a common platform. This too will prove to be a significant event for the world," she said.

New Delhi | The Congress on Wednesday said that opposition parties protested against the "bulldozed repeal" of MGNREGA in a dignified manner during President Droupadi Murmu's address to the joint sitting of both Houses of Parliament, and asserted that all democratic means will be used to demand restoration of the UPA-era law.
President Droupadi Murmu's reference to the VB-G RAM G Act in her address to the joint sitting of both houses of Parliament sparked protests from opposition parties which raised slogans demanding a roll back of the law.
In her address, the President said the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) would provide guarantee for 125 days of work, and would also stop corruption and leakages.She also asserted that it would provide a new impetus to rural development.
While the President's mention of the VB-G RAM G Act was welcomed by treasury benches by thumping of desks, Opposition members raised slogans demanding roll back of the law.
In a post on X, Congress general secretary in-charge communications Jairam Ramesh said, "Today during the Hon'ble President's Address to both Houses of Parliament, all Opposition parties most respectfully and in a dignified manner protested the bulldozed repeal of MGNREGA." "The Opposition will use all democratic means to demand the restoration of MGNREGA," he asserted.
President Murmu paused during her address as the opposition raised slogans like "vapas lo" (roll back the Act).
The Act is set to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
Opposition parties are demanding the withdrawal of the VB-G RAM G Act and restoration of MGNREGA as a rights-based law in its original form, the right to work and the authority of panchayats.
The government has, meanwhile, claimed that the new Act will further strengthen the rural employment guarantee.

In a joint sitting of Parliament, marking the beginning of the Budget session, President Murmu on Wednesday urged members of both Houses to stand united on issues such as the resolve for Viksit Bharat, and campaign for Swadeshi and national security, while asserting that these issues were beyond all differences.
She also said the government will continue to accelerate the momentum of "reform express" as she listed various economic and social initiatives taken to make India a developed nation by 2047.
Asked about the president's address, Congress general secretary organisation K C Venugopal said, "Nothing was there; just a repetition of things they have done which they have told earlier also." "Totally hollow speech prepared by the government that is customarily delivered by the President. Hollow promises of the government are repeated again and again," Venugopal said.
On opposition uproar as the President mentioned the new VB-G RAM G Act, he said, "We protested at that point of time. We are already on an agitation for the withdrawal of the VB law. That is why I said these are hollow promises of the Union government." President Murmu's reference to the VB-G RAM G Act in her address to the joint sitting of both houses of Parliament sparked protests from opposition parties, which raised slogans demanding a rollback of the law.
The President said the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Act would provide a guarantee for 125 days of work, and stop corruption and leakages. She also asserted that it would provide a new impetus to rural development.
Speaking with reporters in the Parliament House complex on the President's address, Congress MP Manish Tewari said, "The honourable President is only the spokesperson of the government for the purposes of this address. The address is written by the government and cleared by the cabinet.
"Under those circumstances, it was an insipid address; there was no vision which was laid out, only a list of alleged achievements of the government was read out. So, if there is one word to describe the address, it is -- insipid," Tewari said.
He asserted the opposition wants the VB-G RAM G Act be repealed and MGNREGA be reinstated.
New Delhi | President Droupadi Murmu on Wednesday said prosperous farmers are the government's top priority for achieving the goal of 'Viksit Bharat', citing record agricultural output and efforts to cut imports of key farm products.
Addressing a joint sitting of Parliament, signalling the start of the Budget session, the President said India produced over 350 million tonne of foodgrains last year, with rice output reaching 150 million tonne - the highest in the world.
"India has also become the second-largest fish-producer globally. It reflects the nation's success in the Blue Economy," Murmu said, adding that India leads the world in milk production due to its cooperative movement.
The President said she felt "a sense of satisfaction to see that the youth, farmers, workers, and entrepreneurs of our country are continuously expanding their role towards building Viksit Bharat".
Quoting Tamil poet-saint Thiruvalluvar, she said the life of every individual is dependent on the hard work of farmers.
"In view of this, for my government, a prosperous farmer is its first priority for Viksit Bharat. With this spirit, the government launched a scheme like PM Kisan Samman Nidhi. Under this scheme, over Rs 4 lakh crore have been directly transferred to their bank accounts so far," the President said.
She said the government's "sound policies and initiatives" have led to rapid increase in agricultural production. "There has been a record production of foodgrains and horticulture crops in 2024-25. My government is also working for increasing the production of those crops in which our agriculture sector was lagging behind," Murmu said.
The government intends to reduce imports of agricultural products, she said.
"Through the National Missions on Edible Oils, Oilseeds, and Pulses, the nation is moving towards self-reliance in these sectors. As a result of this, in 2024-25, the production of oilseed crops has also increased," the President said.
She said the government continues to promote millets, or Shree-Anna, globally to provide additional income to farmers.
Apart from foodgrain production, farmers are being connected to livestock, fisheries and beekeeping as new avenues of economic progress, Murmu said.
A new policy has been formulated for fishermen living along the coastline to provide them benefits of the Exclusive Economic Zone. Another policy has been framed for enabling them to utilise resources in the High Seas.
In 2024-25, the country's fish production increased to approximately 200 lakh tonnes, reflecting a 105 per cent increase compared to 2014, she said.
The President said the government created the Agriculture Infrastructure Fund to modernise the agriculture sector and establish better logistics facilities.
"I am pleased to share with you that this initiative has so far attracted private investment of over Rs 1.25 lakh crore. This has also created lakhs of new employment opportunities for the youth," she said.
The country's food processing capacity has increased twenty-fold, enabling farmers to receive better prices for their crops, Murmu said.
The government is strengthening the cooperative movement in sectors such as agriculture and livestock, she added.
Through the Tribhuvan Sahkari University, individuals associated with cooperatives are getting opportunities to learn and move ahead. The agriculture sector is being empowered through over 10,000 FPOs (Farmer Producer Organisations), she said.
In far-flung regions, the "Namo Drone Didi" initiative has emerged as a symbol of women empowerment, with trained Drone Didis transforming the agriculture sector using modern technology, the President said.
New Delhi | Maoist terror will be completely eradicated from India soon, as only three districts in the country remain most-affected by Naxal violence now, President Drupadi Murmu said on Wednesday.
Addressing the joint sitting of Parliament, marking the beginning of the Budget session, she said security forces have acted decisively against Maoist terror in line with the Union government's policy.
For years, an atmosphere of insecurity, fear and distrust prevailed in 126 districts, and Maoist ideology pushed the future of many generations into darkness, Murmu said.
"Our youth, tribals and Dalit brothers and sisters were among the most affected.
Today, the challenge of Maoist terror has been reduced to just eight from 126 districts. Out of these, only three districts remain most-affected," she said.
The President told Parliament that during the last one year, nearly 2,000 individuals associated with Maoism have surrendered, bringing peace to the lives of lakhs of citizens.
The whole country is witnessing a transformation in areas affected by Maoism, she said and referred to an incident when a bus reached a village of Bijapur after 25 years, and the locals celebrated it.
Murmu said youths are participating enthusiastically in the Bastar Olympics, a rural sports extravaganza, while those who have laid down arms are now serving in the Pandum Cafe at Jagdalpur.
"My government is ensuring a normal and dignified life for those who have joined the mainstream of society after laying down arms. The day is not far when the country will witness the complete eradication of Maoist terror," she said.
Union Home Minister Amit Shah has set a deadline of March 31, 2026, to end Maoist violence in the country, with the security forces intensifying their operations against the red ultras.
New Delhi | President Droupadi Murmu on Wednesday said the government is moving on the path of 'Reforms Express', benefitting the poor and middle class, and the historic next-gen GST reform rolled out last year has ensured savings of Rs 1 lakh crore for citizens.
In her address to both Houses of Parliament, Murmu also said the government has revamped the Income Tax law and taken a "historic decision" to exempt income of up to Rs 12 lakh from taxation.
"These reforms are providing unprecedented benefits to poor and middle-class families. It has also given a new impetus to the country's economy," Murmu said.
The new and simplified Income Tax Act 2025 has been enacted and will be implemented from April 1, 2026.
In the 2025-26 Budget presented on February 1, last year, the government had increased the income tax exemption threshold to Rs 12 lakh from Rs 7 lakh earlier.
"Today, my government is moving forward on the path of 'Reforms Express'. Old rules and provisions are being updated continuously according to future needs," Murmu said.
Talking about the GST 2.0 reform, under which tax rates of about 375 goods were slashed effective September 22, 2025, Murmu said the historic next-generation reform filled the citizens with enthusiasm.
"This reform ensured savings of one lakh crore rupees for citizens. Following the reduction in GST, in 2025, registrations of two-wheelers have crossed the mark of two crore, which is a new record in itself," Murmu said.
Effective September 22, 2025, Goods and Services Tax (GST) has adopted a two-tier structure, with the majority of goods and services attracting a 5 per cent tax and 18 per cent tax. A 40 per cent tax is levied on ultra-luxury items and tobacco and related products.
At the time of its launch on July 1, 2017, GST was a 4-slab structure of 5 per cent, 12 per cent, 18 per cent and 28 per cent. Besides, a compensation cess was levied on luxury items and demerit or sin goods.
About 99 per cent of goods under the 12 per cent GST slab have been moved to the 5 per cent slab. The rejig also resulted in 90 per cent of items under the 28 per cent tax slab being brought down to the 18 per cent bracket post the GST 2.0 reform.
New Delhi | President Droupadi Murmu on Wednesday said that under the Ayushman Bharat health insurance scheme, over 11 crore free medical treatments have been provided in hospitals till last year, with 2.5 crore patients having received free treatment last year alone.
Addressing a joint sitting of Parliament, signalling the start of the Budget session, she said that during the past almost one-and-a-half years, Vay Vandana cards have been issued to approximately one crore senior citizens.
With these, nearly 8 lakh senior citizens received free treatment as hospital in-patients, she underlined.
"Under the Ayushman Bharat Yojana, which was started for poor patients, more than 11 crore free medical treatments have been given in hospitals across the country till last year. During the last year alone, 2.5 crore poor patients have received free medical treatment under this scheme," the president said.
Murmu further said that today, with the help of 1,80,000 Ayushman Arogya Mandirs set up across the country, patients are assured of medical treatment closer to their homes.
"My government has fought a decisive battle against major diseases. Screening of more than 6.5 crore citizens has been done under the Sickle Cell Anaemia Elimination Mission. This has helped in controlling this disease in several tribal areas," she highlighted.
Campaigns carried out in mission mode have led to effective control over diseases such as Japanese Encephalitis, Murmu said, adding that effective prevention of this disease has been ensured in many less-developed and rural areas of Uttar Pradesh.
"It is a matter of pride that the World Health Organisation has declared India free from the eye disease Trachoma," she said.
"My government is also committed to providing insurance cover to every citizen. The Pradhan Mantri Jeevan Jyoti Bima Yojana and the Pradhan Mantri Suraksha Bima Yojana have a crucial role in this effort," Murmu said.
Through these schemes, crores of citizens who need support have received insurance coverage, she told the joint sitting of Parliament, adding that claims exceeding Rs 24,000 crore rupees have been disbursed under these schemes, which have provided help to crores of poor people in crises.
President Droupadi Murmu on Wednesday hailed the signing of a free trade agreement with the European Union, saying it will give impetus to the manufacturing and service sectors and create new employment opportunities for the youth of the country.
Murmu also said that over the past 11 years, the economic foundation of the country has grown significantly stronger and despite various global crises, India has remained the fastest growing major economy in the world.
"I congratulate all citizens on the conclusion of negotiations for a free trade agreement with the European Union. It will give impetus to the manufacturing and service sectors in India and also create new employment opportunities for the youth of India," she said while addressing the joint sitting of Parliament, marking the beginning of the Budget session.
The President said India has further improved its record in keeping inflation under control and it is directly benefiting the poor and middle class.
"As a result of the policies of my government, the income of citizens has increased, their savings have grown, and their purchasing power has also improved," she said.

New Delhi | India is moving ahead with the mantra of women-led development, President Droupadi Murmu said in her address to a joint sitting of Parliament on Wednesday.
She said the government believes that the country can be developed only by providing equal rights to all citizens.
"That is why today the country is moving ahead with the mantra of women-led development," she added.
The President said the Union government had formulated several schemes dedicated to women, and women were given due focus in several other schemes.
"From Pradhan Mantri Awaz Yojana to Jal Jeevan, women beneficiaries have been given priority," she said.
Murmu said over 10 crore women have become members of Self-Help Groups, and the number of 'Lakhpati Didis' has crossed 2 crore.
"In the last one year, over 60 lakh women have become Lakhpati Didis... We will soon achieve the goal of three crore Lakhpati didis," she said.
She said the Namo Drone Didi scheme has become synonymous with women empowerment, and trained 'Drone Didis' are transforming the agricultural sector.
Over 7 crore women were screened under the Swasth Nari Sashakt Parivar Abhiyan, she said, adding that the first batch of women cadre from the National Defence Academy has passed out.
"It reaffirms that women are leading the country's development," the President said.

The President said that today India is making unprecedented investment in modern infrastructure. Its rapid progress across land, sea and air is now a topic of global discussion, she said.
"My government is becoming successful in building a system free of corruption and scams," Murmu said.
She said the government is institutionalising transparency and honesty in systems.
"In the last one year, my government has provided benefits worth more than Rs 6.75 lakh crore directly to the beneficiaries through Direct Benefit Transfer," Murmu said.

New Delhi | President Droupadi Murmu on Wednesday said the world saw the valour of Indian armed forces through Operation Sindoor when they destroyed terror camps on the strength of their own resources and asserted that any terror act will be responded with decisive action.
"India has proved that power can be used with responsibility and wisdom. The world has seen the valour and courage of Indian armed forces through Operation Sindoor," Murmu said in her address to both Houses of Parliament, marking the beginning of the Budget Session.
"Our nation, on the strength of our own resources, destroyed terror camps. My government sent a message that any act of terror will be responded to with resolute and decisive action," the President said, amid thumping of desks by Prime Minister Narendra Modi and other parliamentarians.
Murmu said the suspension of the Indus Water Treaty was part of India's fight against terror.
"We are also working on Mission Sudarshan Chakra to further strengthen national security," the President said, adding that security forces have also taken decisive action against Maoist terror.
Following Operation Sindoor, she said, the trust on Indian defence platforms has increased.
Murmu further said her government was committed to social justice in the country.
In the third term of the government, she said, work is being done to further empower the poor, and social security benefits are available to nearly 95 crore citizens now.
"My government is committed to true social justice," she said, adding that 25 crore Indians moved out of poverty in the last 10 years.
The President also said the government has been successful in tackling corruption and scams, and ensuring proper use of public funds.
"For India, the end of the first 25 years of this century has been filled with several successes, proud achievements and extraordinary experiences. In the last 10-11 years, India has strengthened its foundation in every sector," she said.
Lauding India's celebration of the 350th martyrdom day of the ninth Sikh guru, Guru Tegh Bahadur, and the country's tribute to revered tribal leader and freedom fighter Birsa Munda on his 150th birth anniversary, Murmu said, "when the country remembers the contribution of its ancestors, the new generation gets inspiration, which further speeds up our journey towards Viksit Bharat (Developed India)."
"The country celebrated the 350th Shaheedi Diwas of Sri Guru Tegh Bahadur Ji. During the 150th birth anniversary of Birsa Munda, the entire country paid him tribute and remembered his contribution to the tribal community," the President said.
"The events related to the 150th birth anniversary of Sardar Vallabhbhai Patel further strengthened the sense of Ek Bharat, Shresht Bharat (One India, Best India). The entire country became witness to how Bharat Ratna Bhupen Hazarika's birth anniversary celebrations filled the country with music and a sense of unity," Murmu said.
The President's mention of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) scheme was met with loud protests from the Opposition benches.
Murmu said the VB-G RAM G initiative would provide guarantee for 125 days of work, would stop corruption and leakages, and provide a new impetus to rural development.
The Opposition members raised slogans demanding its rollback, even as the treasury benches thumped their desk in support of the scheme.
The President had to take a brief pause amid opposition cries of "vapas lo" (roll back) against the Act that replaced the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
The Opposition parties have been demanding withdrawal of the VB-G RAM G Act and restoration of MGNREGA as a rights-based law in its original form, the right to work and the authority of panchayats.
The government has, meanwhile, claimed that the new Act will further strengthen the guarantee for rural employment.
