Thiruvananthapuram | The Keralam Assembly will take up four bills during its upcoming session beginning October 12, Speaker Thiruvanchoor Radhakrishnan said on Friday.
Speaking to reporters about the upcoming session, Radhakrishnan said that the sittings are scheduled for October 12, 13, 14, 15, 16, 25, 27, 28 and 29.
He said that two bills have been scheduled for consideration so far - the Kerala Court Fees and Suits Valuation (Amendment) Bill, 2026, and the Madras Hindu Religious and Charitable Endowments (Kerala Amendment) Bill, 2026.
"Additionally, there is a proposal from the government's side that two more bills might be introduced. Once those are presented, we will decide their schedule in the Business Advisory Committee (BAC) meeting on October 12," he said.
He said that October 16 has been earmarked for private members' business, while supplementary and excess demands for grants covering five financial years since 2017 will be taken up on the same day.
The Speaker said a special function would be organised on November 1 to mark Kerala Piravi Day and honour former Speakers, Deputy Speakers and legislators.
"On November 1, we plan to hold the event at the Sankaranarayanan Thampi Hall to honour them, accompanied by small-scale cultural programmes to mark the day," he said.
"There is also a decision to fittingly celebrate the Platinum Jubilee of the Kerala Legislative Assembly on April 27, 2027". On that day, the Kerala Legislative Assembly will complete 70 years, he said.
The Speaker said the Assembly's annual book festival would adopt a new identity as a literary festival, following suggestions from people across various fields.
"The key suggestion was to transform it into a Literary Festival. Because internationally, these are held as literary festivals," he said.
The fifth edition would focus on promoting the Malayalam language, prominent writers, books and local arts, he added.
The previous edition featured 170 publishers and 282 stalls. This time, expenditure would be reduced in view of the state's financial constraints.
"Since the state is passing through a financial crunch, we do not have the scope to spend heavily. Therefore, the decision this time is to reduce expenditure while enhancing quality," Radhakrishnan said.
The Speaker also announced that the Pamba Block, comprising 64 apartments for legislators, would be inaugurated on October 26.
"The construction work is complete. They have agreed to hand over the keys on the 15th. On the 26th, the CM, the Leader of the Opposition, other party leaders, the PWD minister, the deputy Speaker and all of you will attend," he said.
The new accommodation facility is expected to resolve the housing difficulties legislators face during Assembly sessions.
"During the last session, we could not accommodate many members here, so we had to book rooms outside to provide them accommodation. Once the allotment of these 64 apartments is completed, their accommodation difficulties will end," he added.
Regarding the Kerala High Court's direction regarding disqualification of Pala MLA Mani C Kappan, Radhakrishnan said he has received the order.
UDF leader was convicted in cheque-bounce cases in Mumbai.
The complainant later approached the Kerala High Court seeking Kappan's disqualification.
The High Court recently directed Keralam Assembly Speaker to decide on it.
"There are a few small details in that. In the context of a court verdict, the High Court sent it to the Speaker. I have forwarded it to the Advocate General for legal advice. Based on the legal advice, whatever action is required will be decided".
